So i deleted some photos off my phone then decided i wanted them back, i figured they were still in a previous back up from before i deleted them, since the GB the photos are taking up are still in my icloud, however the restore did not have the photos even though it was before they deleted, how do i access these photos and get them back??
iCloud Photos are not saved in any backup.
When you delete material from iCloud Photos, it is transferred to your "Recently Deleted" album, which is also in iCloud Photos. Check there.
