no sms messages
iMesages are fine.
Have triple checked settings to ensure iMessage and SMS/MMS are on. Rebooted phone, etc, etc, etc
Unable to send SMS/MMS

Perhaps contact the Carrier or cellular service provider, to see
if they will own-up and intervene on your behalf. There are times
when this happens to a user when an iPhone does not see SMS
and their cell provider has to charge an additional fee, etc.
"To use SMS/MMS on an iPhone, you need a text-messaging plan."
Contact your wireless carrier for more information.
Some messages and/or attachments may also require more cellular
data, or when you are out of range for a provider, additional effort
or charges may apply to send messages between SMS/MMS, etc.
(A general disinterest like a cloud has overtaken any interest here.)
