I have an iPhone at work, but I have a Dell laptop. I'd like to be able to send text messages to my team from my laptop or the apple website. Is that an option? iMessage seems to only be available on the phone, but can it link to a non-apple device like my laptop?

Nope. Neither an iMessage app (as mentioned above) nor Apple Continuity are available for Microsoft Windows.

There are other messaging apps around, though various of the better-regarded ones (in terms of security and privacy) including Signal app are tied to smartphones.
(That this Windows PC was acquired from Dell is irrelevant. It’s Microsoft Windows that is centrally involved here.)
