How do I upload photos to an application?

I'm trying to apply for a Real Id and the DMV application requires that I upload photos of three documents. I don't know how to upload photos to an application.

I can't download the ICloud application for Microsoft Windows and I need to transfer lots of photos to ICloud I have about a hundred thousand photos on Google Photos and I want to transfer them to ICloud. Using Google Takeout, I've downloaded them to my PC and now I need to upload them. However, the Apple guide says to use the ICloud app and that app refuses to install from the Microsoft Store (it just says pending all the time), as well as the fact that the reviews for the application in the Microsoft Store look terrible (as though it really doesn't work). Is there a direct link to download it, or is there a better alternative? I really really don't want to have to download all the photos through my phone and reupload them from there - it would take days if not weeks.

Why can't I access my photos in iCloud from iPhoto in Sonoma? After downloading and installing IOS 14.0 "Sonoma", my photos folder in iPhoto is now empty. My photos are still stored in iCloud, but I cannot access them. The instructions for accessing the iCloud folder do not work. When I try to Sync with my Mac, a popup takes me back to iPhoto, which tells me to sync my photos. It is a failure loop that is maddening. I am about to uninstall Sonoma to avoid this problem. No problem accessing the iCloud photos from my iPad and my phone.

Export the photos to the Desktop and then in your browser where it says select photo go to the Desktop in the browser's upload window and select it like you do to add a photo to a reply here:

It's essentially the same as adding photos to a reply here.
