Extra space not showing up
I have deleted at least three thousand photos off of my iCloud. Why doesn't it show you and why do I keep getting upgraded notices. It has been almost 24 hours.

It sounds like performing this simply moved the photos to your Recently Deleted folder. You must remove them from there as well.
