If the MDM is not removing Activation Lock, there should be a key you can find and manually enter. If that fails and the device is enrolled in Apple Business Manager, then you can call Apple Business Manager support for further assistance. If it is not enrolled in Apple Business Manager, then you will need to visit https://al-support.apple.com and follow that process.
