Always allowed apps counting towards App limits

Hello

I have screen time set up for my child with some apps as Always Allowed and an App limit for all Apps & Categories.

Is the time spent on always allowed apps counted towards the the total limit?

If so, is there a way around this?

At least for me It seems the behavior is to count always allowed apps usage towards the limit

What I want is to block use after the total usage for all Apps EXCEPT always allowed has reached the limit.
