why is game center turning on constantly when I have it shut off?

In the last 4-5 days Game Center is turning itself on randomly when I go into a game. I have to stop and go to settings and find that once again it is on and re turn it off. It seems to pick a game and start bugging you constantly. After turning it off a pop up comes up for several days that I must cancel before allowed to play. Why does it have the ability to turn itself on and ignore the fact that I want it off? It would be great if after years of dealing with this they would just let us delete the Game Center, I do not use it and never will.
