How can I restore my iPhone ,11promax
My iPhone just started booting and showing apple logo ,then I later got a message to restore but it's not working

Carefully follow the steps in the support document you posted from. That is the only way to try to ressolve this. It explains exactly what you need to do.
If for some reason it does not work and returns to the Apple Logo scree after completing the steps, then you may need to set up an appointment at an Apple Store or Authorized service provider to have them check it out.
