Two major methods come to mind.

1) Install iCloud for Windows on your PC

This is by far the easiest and quickest way to share and transfer files, documents and photos between your iPad and Windows PC - using iCloud.

Download iCloud for Windows – Apple Support

Set up and use iCloud for Windows – Apple Support

2) Install iTunes for Windows on your PC

This method provides other transfer and management options.

Download and use iTunes for Windows – Apple Support

You can install and use both iCloud for Windows - and iTunes for Windows - on your PC. They will happily coexist and provide considerable flexibility in how you move/share/transfer photos and other documents and data between iPad, iPhone and your PC.

There are other advanced methods to transfer files using Windows shared folders - but to do so will require both a third-party App for your iPad and some expertise in setting-up your PC. Unless you wish to explore this option, for now I'll not attempt to outline the necessary steps. If avoiding complication, iCloud for Windows will be your simplest option.

iPad’s do not allow direct file transfer. If you have a file that you are tying to transfer to it, a lot of times you have to find the app associated with it and then transfer it to that app using iTunes. You can also try to use a cloud application like iCloud or something like that and the files app on your iPad to upload to the cloud using your PC and then use the files application and find the file that you uploaded and use the file that way, but it’s still going to need an application installed on the iPad that is going to know how to use the file.
