MacBook Air 2019 stuck on a screen that has a question mark on it

i tried to restart my Mac as it had old pictures and old memories on it. Now that I did that it’s stuck on a screen that has a question mark, I try to use command r and it doesn’t work. Can someone help me? I don’t want to keep old memory on it I want it to be brand new.

If the steps to boot macOS Recovery do not work as described (Step 2), please describe what does not work.
