How to return lost AirPods

Is there a way for me to return a pair of Airpods to the rightful owner? I found them in a blue jean jacket outside of DCA.

No, there is absolutely no way you can find out who the owner is. Apple does not track devices either. You should turn them in to the place you found them if they have a lost-and-found department. Otherwise you should turn them in your local authorities.
