While on vacation, I picked up off the ground that I assumed were my AirPods that I must have dropped, but when I returned home I found that I now had 2 pairs, so obviously someone else had dropped them. Can I find the owner to return them?

If the owner of the AirPods has marked them as "Lost" in 'Find My' then when you flip open the lip of their AirPods, then their contact information will appear and you can contact them. However, this can only happen if the other person has marked them as "Lost."
