Siri Shortcuts on Apple Watch

On my iPad, I created a Siri shortcut to begin a recording via Apple’s Voice Memo app. I tested the shortcut, and it works fine on both my iPad and my iPhone. I speak the shortcut, and a new voice memo starts recording. When I created the shortcut, I toggled the button to show the shortcut on my Apple Watch.

I went to my Apple Watch to test the shortcut. I spoke the shortcut to Siri, and receive and error message that said “Sorry, something went wrong. Siri says you can’t do that here. Try the iPhone instead.”

Given that the Voice memo app is on the Apple Watch, why would that particular shortcut not work on the Apple Watch, when it is working fine on the iPad and iPhone?

I could see if the Voice Memo app was not on the Apple Watch. But it is. So why is that shortcut giving me problems on the Apple Watch?
