Time Machine - Read Only mode

Mac OS Ventura 13.5.1 - Time Machine will no longer back up because it says it is in read only mode. I went into the Time Machine info and tried to change it from Read only to Read & Write but it then received the message "The operation can’t be completed because you don’t have the necessary permission." I am the Admin and unlocked the "info" panel but still get the same message about not having the necessary permission.

Are there any files in the TM backups that are not on your working drive that you can't live without? If not then erase the drive, refor5amtting to APFS, and start over from scratch.

If there is necessary files then get a new TM external drive and start over from scratch with it. You should be able to access the files on the old TM drive by holding down the Option key and selecting "Browse Other Backup Disks…" from the TM menu.
