manage & change Apple music
I am the organiser of our family sharing Apple Music but it seems that other members can make changes how do I stop this?

If you have a Family Shared subscription to Apple Music then each member of your family ought to be signed into a different Apple ID, such they they have independent iCloud Music Libraries. I suspect you have mistakenly set up two or mode devices with the same ID.
