Can't access "Find My" because of a glitch

After we updated my phone to iOS 16.6 the "Find My" app completely did not work and it was impossible to add files to iCloud Drive. When we tried going to the Apple ID settings the "Find My" and the iCloud Drive settings were grey and not working it told us that we needed to accept the new privacy conditions but when we tried it told us that there was no internet connection even tho there was (we even added more money to my credit card and restarting the phone but it did not help). We tried changing the privacy settings in screen time but it did not help. We backed up the phone and tried to erase the content but it did not allow us. We tried different methods we found online but none of them worked.

Try Settings > General > Transfer or Reset > Reset > Reset Network Settings.
