Why can't I click "manage storage" on my iphone?

I'm trying to change my iCloud storage capacity, but when I click on "manage storage" under Icloud Drive settings, my phone has no response. It also does this when I click on "manage account storage" under iCloud in settings. I have tried restarting my phone but it's doing the same thing.
