I inserted several photos into my document along with text describing photos, but some photos refuse my placement and jump to cover other photos.

I'm on a hunt to find the solution.... I have gone back to basics and am reading through the 'book' on Pages provided by Apple..... and if I can't find an answer there i will go to that MacMost site. Stay tuned!

He not only shows how to anchor a page in a certain place, but how to have it move with text - perhaps some of your photos (and mine) were anchored and some set to inline (moving with text) - the video also shows you can set an image to act as a single character... or to act as a paragraph.
