This sounds like an issue with your payment. You can try adding another payment method or contact your financial institution/bank and confirm your account/card. You may also want to review the support article linked below.


If your payment method is declined in the App Store or iTunes Store - Apple Support

You have to spend the $100 in the US store before you can switch regions.


You’ll either need to spend it or if it’s not enough to purchase a product or service, you’ll need to contact Apple Support to have your account set to zero. If you’re in the US please call 1-800-MY-APPLE or outside the US, consult the support articles below.
