If restrictions are preventing you from downloading apps on this device, you can change it to allow installing apps by going to Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store Purchases > Installing Apps.
In adjusting this setting, you will need the passcode created when setting up this feature. If you don't know what the passcode is, as seen in Use parental controls on your child's iPhone, iPad, and iPod touch:
If you forgot your Screen Time passcode, update your device to the latest iOS or iPadOS then reset your passcode. If you can’t update your device, erase it and set it up as new to remove the passcode and choose a new one. Restoring your device from a backup won't remove your passcode.
You can turn this feature on and off when desired. Another option would be to turn on Ask to Buy so you can just approve it from your device by following Approve what kids buy with Ask to Buy.

So the answer is to change the child's age restriction to 12+ and then approve things via ask to buy? This does not address the fact that a number of apps, children should be able to not request. Parents want the ability to override. I do not want my 5 year old to have 12+ ability, but I do want him to access Netflix or Paramount+ to watch his kids shows.
I would like to know this also. My 13 year old is interested in getting “my fitness pal” and it’s 17+ but I see no harm and would like her to be able to use it.
