The feature can dig subjects out of photos taken without special depth sensors, so your old digitized photo should not be a problem, and your software is clearly new enough. Maybe the processor in your iPhone X is too old to support the feature. I don’t recall the cutoff.
Try on a few pictures with visually distinct subjects. Individual flowers can often be detected, as can people.
What version of iOS is running on your iPhone when you try this? This is a fairly recent feature, and it doesn't work on every photo (hence use of "might appear" in step 2).
