Hello, i would like to know, why can’t we use Apple Wallet in Mauritius?

You should be able to access the Wallet app for Passes and Tickets . What you probably can't do is use Apple Pay.
Probably because your banks and / or merchants have not yet implement Apple Pay. They need to support it, and Apple cannot force them to.
