I can’t download an app even if I change my country or region and already set up a payment method

I am trying to download the afterpay app here in Australia, I changed my country or region and I set up a payment method already. The app showed and I tried to get it unfortunately it says that I should go back to philippines store to make the purchased of the app if I do that I wasn’t able to find the app.
