What can I do to get this old iPhone 8 working?

Gosh where to begin.

Right we have our daughters old Iphone 8 I think it is going by pics on Google. Now both my husband and I don't have a clue about Iphones, never had one so we don't have a clue how to use one. I have connected the charger and all that comes up is an icon of a charging wire and a computer screen with the words at the top saying (support.apple.com/iphone/restore) now I have tried to do the restore function and the apple icon come up for a split second them goes back to the computer icon. We do not have itunes or whatever on any of our computers nor have a Mac. It doesn't seem to connect to my laptop either. What can i do to get this phone working? Any information massively appreciated, TIA :)
