Hello konacorona,
Thanks for reaching out to Apple Support Communities. We see you have some questions about your iPad refreshing webpages, and we'd like to help. Does this happen with Safari, or a third party web browser?
You may try quitting the application, and opening it again: Quit and reopen an app on iPad - Apple Support
Quit and reopen an app on iPad
If an app isn’t responding, you can quit it and then reopen it to try and resolve the issue. (Typically, there’s no reason to quit an app; quitting it doesn’t save battery power, for example.)
1. To quit an app, open the App Switcher, then swipe up on the app.
2. To reopen the app, go to the Home Screen (or the App Library), then tap the app.
If that doesn't help, make sure your iPad is updated, as that will help make sure you have the most recent settings installed: Update your iPhone or iPad - Apple Support (IN)
Update your iPhone or iPad wirelessly
1. Back up your device using iCloud or your computer.
2. Plug your device into a power source and connect to the internet with Wi-Fi.
3. Go to Settings > General, then tap Software Update.
4. If you see more than one software update option available, choose the one you want to install.

5. Tap Install Now. If you see Download and Install instead, tap it to download the update, enter your passcode, then tap Install Now. If you don’t know your passcode, find out what to do.
Let us know if this helps.
Regards.
