When I go to file print, I can do save as pdf and specify a folder that works and prints to pdf. However when I add a folder under printing workflows it doesn't work. I have tried iCloud folders, dropbox, local hard drive folders but nothing works.

I found the cause of this is too restrictive "Sharing & Permissions" for the folder. If you change it to "Read & Write" for everyone, it should work. Strange that Printing Workflows does not execute with higher privileges.
