Are you sure you are being asked to pay, or are you just being asked to enter a payment method?
If you are being asked to enter a payment method, Apple has multiple criteria* requiring the presence of a payment method, even for free items. Since you may be encountering one of those situations, you have no option but to enter a valid payment method if you wish to continue downloading. The payment method may not be charged if you also have account balance or the item is free, but the payment method has to be present. If you have already entered a payment method, use the first link above to check it. If a message appears in red there is a problem with it. If the information is still correct and current, contact your financial institution.

Ok it’s so nice to hear other people are having the same issue I am. I’ve got the same payment problem with the free apps as well. But Apple has been taking random amounts out of 2 of my cards for the last 8 months, maybe longer. The crazy thing is….I wasn’t even using an iPhone nor did I have an Apple device. I owned one 2 years ago. I have another iPhone now and I can’t download any free apps because my payment declines because I’ve locked my cards.. The total Apple has taken out of two debit cards is $253.73
You cannot trust the sender that is given in an email They are easily spoofed to make you believe they come from someone else. Apple does not make a plant identification app. Review this support article for details about phishing messages and how to report them.
