Are you sure you are being asked to pay, or are you just being asked to enter a payment method?
If you are being asked to enter a payment method, Apple has multiple criteria* requiring the presence of a payment method, even for free items. Since you may be encountering one of those situations, you have no option but to enter a valid payment method if you wish to continue downloading. Read the support article Add a payment method to your Apple ID - Apple Support about how to do that. The payment method may not be charged if you also have account balance or the item is free, but the payment method has to be present. This next article lists valid payment methods for different countries but note that in this situation Apple Account balance alone apparently may not meet the requirement and you need to use another payment method until you find one that satisfies Apple's requirement (often a credit or debit card): Payment methods that you can use with your Apple ID - Apple Support .
If you have already entered a payment method, use the first link above to check it. If a message appears in red there is a problem with it. If the information is still correct and current, contact your financial institution.

You can try to request a refund, but if there is a subscription from a free trial that would still need to be cancelled.

I'm sure I have already posted a list of reasons why you may be required to enter a payment method. If it is trying to charge you right now it is because you owe money for something you already purchased or have a subscription. Apple will require you pay up before it will let you continue to download more things.
Well I had an incident with a block the emails that you constantly receive and it came through Apple so I trusted it but it charged me for every email they blocked. It was massive. I canceled my wallet and I had a similar incident with a code scanning to able you to see all the various codes to read menus, etc.
come to find out after a 39.99 charge that you iPhone provides that ability for free. But that ad was through Apple. I just tried today to get a way to see what plants i have in my yard. I know people that can take a photo and get info on that plant. When I downloaded the FREE app it has only a time period of being at no cost.
My opinion is Apple is not a safe place.
Read my reply which was the one first posted in response to this thread. You aren't being charged, you are just being asked to show you can pay if necessary.

No need to enter credit card if you do not use the App Store. It is like saying you want to go to the Grocery Store and not bring money. You can look in the App Store, you just won't be able to download anything.
Most apps have in-app purchase or free trial that will require a payment method. There are very little apps that are totally free.
Same issue...never had a card connected. Son got Apple Gift Card...in order to use it I HAD to add a payment method...WHY. Did as son was near tears not being about to buy. Fast Forward to the his card having 97 cents left, the card I had added was a Visa gift card with 48 cents on. He tried to download a "free app" and can't because it says there is an issue with the card...yea cuz I didn't want him buying anything more than what his gift card was for. Now he can't add apps and the free app....tried to charge 6.28 3x ......for a free app.
This is only part true because many! of the very many apps are inpurchase or missrepresented as free and are not, because they will not let you fully down load the app without recieving your credit card information!!
What did Apple say about the $35.99 charge? That will still need to be resolved. Post back what you find out.
I don’t understand why either! At first I thought I just needed to enter a payment method like another user said but then I was charged $6.51. I checked everywhere for what exactly this $6.51 is for. It’s not for storage because I buy storage every month for .99$. I have no pending charges for anything anywhere and no subscriptions so I’m wondering where this money I’m being charged is for. It’s also not on my purchases so that’s suspicious.
My sister has this issue as well and if she continually tries to redownload an app they keep trying to charge her so now hers is like $30 to download or redownload an app that doesn’t even cost money. Idk what Apple is trying to do but I’m disputing charges!
I figured out that I owed Apple money so I paid them 25$ and that was 2 days ago I haven’t downloaded an app since but I tried downloading a mobile game and it asked me to pay them ANOTHER 25$ and I don’t understand this because I don’t have any subscriptions or app that you pay money for and I don’t know why I would owe money fix this please
I was looking at an iPhone 14 Pro at Costco re: replacing my XR -been an Apple Fan Boy since the Mac Plus: but I’m seriously looking at an Android for my phone when this battery dies: it’s 80% now. Didn’t help when they conspired to put down Parler: and one slave-labor built phone is as good as another now
Mine is telling me i need a new payment method so i add a card and it tries to charge $35.99 i have multiple cards on file that im getting notifications saying apple is trying to charge me $35.99. Cant download anything free at all anymore. This is ridiculous
It’s funny because I tried to download telegram which is free. Then I tried to download solitaire which is also free. Both times I had to add a payment method and both times Apple tried to charge me 6$. I’m not paying for free apps. I have no subscriptions. I do not pay for space & I don’t need to look at my billing information for something free. I have this app on my other phone so I don’t understand the problem. I’m not on any group plan or iCloud+ junk. If I run into this problem on any of my other Apple devices I’m switching. This iCloud account isn’t even 3 full months old.
Ridiculous issue:
Son wants to update Roblox. Keep getting the "There is a billing problem with a family member's previous purchase. Ask the family organizer to update billing information"
Why? He is trying to update a free app and HE isn't the one with a billing issue. Seems like Apple wants to make sure my son or I can be more prone to "accidentally " buy apps and in game purchases with tap. I never wanted to add a payment method with Apple but FORCED to do so because son got a apple gift card and it would let him use it unless I put a card in first ..again why?
Looked up all the info on this issue. We switched him to his mom so he could be in a new "family". Same issue. Spend hours on customer service chat..again no resolution.
If there is an "unpaid balance" can't the purchase be cancelled? Obviously the charge didn't process so just cancel the purchase - an response about why that billing issue pops up was maybe I have a unpaid balance from an app purchase that didn't go through. But even so this shouldn't matter as son is no longer under my "family"
We update the software as other said that could fix issue. Did that to iOS 17.4.1 - nothing. Issue still exists.
Other answers were check subscriptions - did had a free trial of apple tv, cancelled it. - issue still exist. Again should matter as he is no longer in family group.
This is getting to be ridiculous I don't have apple products never bought them, using an iPad from work...since I always need have a dang code sent somewhere. I am not impressed with Apple and don't understand appeal.

A billion dollar company exploiting 3rd world counties for labor, rare earth metals, and disposal of toxic batteries REALLY needs the $2.12 a year I would shell out of a year for a 99 cent app plus tax.
Well aware this is a 1st world problem. I have a roof over my head, a reasonable expectation of safety, food, and access to clean water. I'm am fine and the luxury that is Apple is far from a necessity.
