Hi,
I'm running Venture v13.4.1 on a new MacBook.
I am unable to change my user’s login picture. When I click on the existing user picture, nothing happens. A know that a pop-up is supposed to appear, but it doesn't work.
Any ideas?

Hello Michele!
There are multiple methods of changing your profile picture,
one of them is this:
1) Open your settings
2) Go to Users and groups
3) Here you see the user profiles of your Mac
4) Tap on the Info icon
5) Then, click on the profile picture.
Here you can change the profile picture.

Did you try booting into Safe Mode then restarting as suggested?
Hi Yes, I am logged into the Michele account. I did try booting into Safe Mode, but that didn't help.
Sorry, then I am at a loss as to why it changes for the Apple ID but not the user account.
That is changing my Apple ID's picture. The macOS user’s login picture isn't changing if I do what you suggested.
Then log on iCloud before everything, reboot and log back into it and log back not iCloud and try the fix again!
Restarted this computer and the Log In Screen matches my User Avatar
