I want to clear my phone backups from the cloud. It says that my iCloud storage is full, but it also says I have no files. What am I missing?

Delete the backups, and then download All of iCloud:

Save a Few: If you wanted to, rather than upgrading your iCloud plan, you could export all of iCloud onto an external disk, trash iCloud storage, and then start iCloud anew.  Read my User Tip for more: Getting a Quick and Direct "iCloud Drive-to-External Hard Drive" Download - User Tip

1. Go to Settings > [your name] > iCloud.
2. Tap Manage Account Storage or tap Manage Storage. There you may scroll down and see everything using that storage.

To erase backups, use your iPhone, open the Settings app, tap your username, tap iCloud, tap Manage Account Storage, tap Backups, tap the old device name, tap Delete Backup.
