Spotlight Not Working Searching Outlook and Mail After Ventura Upgrade

I use Outlook for Mac as my email client. After upgrading to Ventura, Spotlight will not provide search results from the app. When I go to Mac Mail (which it does provide results) it will not show the actual email, it will only open the app so that I have to scroll through everything to find the one email. The issue is on all devices:macbook, macbook pro and a desktop. I have rebuilt and re started numerous times; I have done a PRAM reset all to no avail. In Settings all categories are checked in the Spotlight search results; I waited for new versions of Ventura hoping that would rectify the issue but nothing has been successful. I have written previously about this and Support told me they had not heard of the issue and would get back to me but never did. I use a lot of rules in Outlook so I am able to eventually find the emails but the time spent doing so is frustrating. I do not want to give up the Outlook app as I have been using it for years. The Mail app , as I have written, is also not fully functioning. I had no issues prior to the Ventura install. I am running Ventura 13.5.

What exact mac is this... Intel I can only guess when you mention "PRAM" (read NVRAM)

The best way above all others to rebuild Spotlight index is the Macintosh HD drag & drop method...

you add it, then you remove it to start a complete re-index

you can see it working by searching...

A workaround is to use "Find any File"  https://findanyfile.app/index.php  It does find contents of .emlx files.
