Macbook stuck on 'downloading messages from icloud' - no real solution found

I've seen this posted several times, and many sites have 'solutions' that include all the simple 'fixes' like turning on/off imessage, making sure the device is listed on iPhone for forwarding, etc - all that has been done many times, even signed out of icloud on the Macbook and back in, restarts, etc. My iPad, iMac and iPhone are seamless in syncing iMessage, but my MacBook Pro just stays stuck on 'downloading messages from icloud'. If I post from there, it eventually shows on the other devices...but the replies don't. Is there an actual solution for this, beyond all the cut-and-paste common stuff?

We'd like to share some helpful guidance to help you with your Messages from iCloud. The guidance via Access your messages on all your Apple devices would be the proper steps to have this work. Based on connection speed this can take some time, but if this has taken an excessive amount of time this would not be expected behavior and you'll want to contact Apple Support.
