i am locked out of my personal setting where you can chsmge password on your phome. my phone works but can not update apps or go into icloud any suggestions how to fix

i can not buy apps or get into my icloud im locked out in setting where your personal info to reser passwords how does this happen and how to correct. my phone wont allow me to click onto reset password
