Tried matching settings of my iPhone 13 Pro Max but still will not get text notifications on iPhone 14 pro max

You can only get notifications on one of the 2 devices at a time.
If your iPhone is locked, you will only get notifications on the watch.
If your iPhone is unlocked, you will only get there notification on the iPhone, but not on the watch.
