Walking workouts do not properly credit exercise in Activity App

I can start an indoor walk workout on the Apple Watch and walk on a treadmill for an hour and get Move credit for thousands of steps, but after I am done and stop the workout the Exercise part of the Activity App only shows some random number of minutes like 6, or 15 minutes not the full hour. Any other workout seems fine, but Walking workouts never seem to credit the exercise time correctly.

The calibration does not appear to be a problem.

This issue only seems to occur when using the "indoor walk" workout option is used with a treadmill. The "Workout" app tracks the time steps distance etc. correctly, and the "Health" app on the iPhone shows all the correct information for the workout. The issue is that in the "Activity" app the "Exercise" ring just credits a random small number of minutes for these treadmill workouts rather than the actual time (not even close, you may get 2 minutes of exercise ring for an hour on the treadmill).

But (for example) if I do that same hour workout indoor on stationary bike the Exercise ring of the Activity app will credit the full hour.
