Getting message stating Apple Id is locked due to security reasons & cannot be reset. This is an new Iphone transferring data from Android to Iphone. Tried resetting the Apple Id still getting the same error.

Does the message include the bit you say about cannot be reset, or do you just mean you cannot reset it doing whatever it was you were just trying to do? If it is the standard reason "for security reasons" you do not need to contact Apple as the first step. Instead try resetting your password.
