Can't find macOS 10.13 update

I am trying to update an older Macbook Pro from macOS High Sierra 10.12.6 to 10.13 and I can't find 10.13. I can only find subsequent releases, which can't be updated until we first upgrade to 10.13. Could anyone point me towards the right place? Thanks very much.
