I am trying to transfer the coverage of my replacement phone (from verizon) to the new phone. Or buy new coverage for the new and cancel the old. I am unable to buy for the new, Why not?

AppleCare is always associated with a specific device. “Transfer” refers to a change in the device’s ownership - AppleCare may be transferred to the new owner.
