New Apple Watch series 8, need to update watch before it will let me use my iPhone to set it up.

I updated my iPhone 7 iOS version 15.7.8 as per message when I began setting my new apple 8 up. I began going through the steps to set up manually and got a message to update my new apple 8 watch. I can't get to the place to update the watch and am just taken back to the initial pair your phone message. I have looped through this process several times and am at an impasse. What do I need to do?

Your iPhone 7 does not support your new Apple Watch Series 8. It looks like you have been directed here from Set up your Apple Watch - Apple Support where you will see as the very first item of information;

What you need

To set up and use a new Apple Watch, you'll need an iPhone 8 or later with iOS 16 or later.

As you know, your iPhone 7 is using iOS 15.7.8 and can't be upgraded to iOS 16.
