I made 2 videos on my phone and then deleted them both from photos and recently deleted videos? Can I recover them ?
iCloud Drive was active when I deleted videos from my photos recently deleted and later I could not find them anywhere? Not even data recovery option through iCloud.com?

Permanent means permanent. Permanent means gone. Permanent means not recoverable.
If Permanent didn’t actually mean permanent, if it were a lie, then the outrage would be visible from orbit.
You’ll need to have made a copy or shared elsewhere. If not, the videos are gone. Permanently.

What you probably wanted was a backup of the videos from prior to the deletion.
Permanently deleted videos are forever unrecoverable, entirely gone, vaporized, permanently deleted.
If there are no other copies created prior to the deletion, and if the media is not in the recently-deleted album, then the permanently deleted media is gone. Permanently.
