You're Stuck in a Boot Loop:

Boot Loop: Perhaps it is stuck in a Boot Loop? This can occur when updating, and it stalled while in the process.  So, use MY User Tip: How to Fix an iPhone in a Boot Loop - User Tip

What do you mean by "forever". I would expect at least an hour from download to install depending on download speed. You do not want to interrupt the install, even after it restarts several times.
