spam is over aggressive now

a couple months ago my iCloud flipped a switch and started being super aggressive on spam and now is filtering valid emails from things I intentionally subscribe to like restaurant promotions, business services like my pest control company and even utility bills. Missing these is dangerous. I see many other users in past months complained of the opposite problem but this change is over corrective. Even if I follow the guide and move that spam to inbox using the iPhone mail app, it only works for a few days before going back to spam. The only solution is to make the sender a VIP but then if I make everything a VIP, nothing is. 

So currently I have to look now at all the spam that was previously being filtered daily looking for legit email that is caught, defeating the purpose, just so I don’t miss anything important like a scheduled appointment from my plumber.

is there no way to manually adjust the aggressiveness of this???
