Under the Files app, I see the Browse option. After clicking on the browse option the other folders are chrome and download. When I try to copy or move files from chrome folder to outside in “on my iPhone” the option is grid out for save and move.

By default the downloaded files are getting stored in chrome folder. For example I have a file in chrome folder downloaded with name “Shared Image”. And when I try to copy or move this downloaded files from chrome folder to outside into “Test” folder it is showing the option as grid out. Please see the attachment.

What you have proposed as a solution is not what I am looking for.
My problem is with the management of the download files from Chrome folder to save it locally or to ICloud Drive.
When I Download an attachment from an email it is getting downloaded into “Chrome” folder. This chrome folder is not browseable when I want to attach the downloaded file to a new email. So I was trying to copy or move this downloaded file from “Chrome” folder to “Test” folder which it is not allowing. Hope my problem state is clear now. Thank You
As I can see Chrome folder is Part of "On My iPhone"
Tap on Browse and get files from other folders.
Click on the "Test"
Drop Down iCon to the Side of Test "V" in the Top Middle
I am unable to save any files that needs to be downloaded locally on my iPhone 12. I see the save option as gridout in “on my iPhone” section. Even I cannot move files which are by default downloaded under the chrome folder.
