Flashlight issue on 11 pro max

My brother bought me a refurbished iphone 11 pro max which has everything perfect except for the flashlight because it doesn't work from control center or lock screen, it only works on camera and it feels so low and so yellow compared to my 8 plus flashlight so could it be changed or is there an issue with it?
