iLok stopping me from getting GarageBand up and running.

I downloaded GarageBand onto a computer that already has a lot of things set up on it to do with recording on ProTools (it is my husband's computer, he passed away last year, and now I'm trying to get GarageBand to work for our 15 yr old).

When I tried to launch GarageBand, a box comes up saying that Activation is required. I click "Activate" and am able to log into my husband's iLok account, but there it says that there are no licenses in the account, but that if you have an iLok USB device with a license to plug it in now. But I can't see anything around the computer that looks like an iLok device.

Is there a way to use GarageBand without this step?

Thanks
