This payment method has already been added to your account

I previously had a debit card on my account and I lost the card. I now have my new card and I am trying to input that information as my Apple subscription payment method as I am doing this I keep receiving the message “this payment method is already added to this account” when I have not input this information into my account yet. This is preventing me from downloading any apps.
