I can’t update iOS software without Wi-Fi connection. Is hotspot connection not gonna work for software update!

HotSpot will not work for iOS updates.
No 5G on iPhone 7, so no direct cellular updates, either.
If you do want to use your cellular plan for updates to an iPhone 7, you will need a MiFi or Jetpack from your carrier, and a sufficiently-large data cap on your cellular plan. Otherwise, use Wi-Fi or a computer.
iPhone 7 is forever limited to iOS 15. Currently, that’s iOS 15.7.7.
