FaceTime is not available in all countries. For example, some Middle East regions (such as the UAE) has legislation that disallows use of FaceTime and some other encrypted communication services. Similarly, if your iPad is centrally managed by an Educational establishment or Enterprise/Business, restrictive policy may have been applied.

Assuming that you are not geographically within the UAE, or have purchased your iPad within the UAE, what happens when you try to open the FaceTime App?
