Can I upgrade my storage from another device
Can I upgrade my storage from another device while my device is systematically locked out ? When I unlock it my device I will lose all of my unsaved data from my device.

Yes, but it will only work if you are logged into the same Apple ID on both devices. Also, keep in mind device storage and iCloud storage are two totally different things. Upgrading your iCloud storage does not add to your device storage, it's fixed.
